pushes for it. Now it gets a few weeks earlier than  3( maybe 4 years) ago because the business did lobby in congress. They thought after working if it is not getting dark people would do more shopping. Energy-wise, it would burn more energy if people really drive more for shopping. I heard this from NPR news a few years ago.
