landlord might be liable for negligence

Your question is actually whether the landlord is liable for unsafety or criminal action to 1 of her tenants. I think answer is yes. The landlord should maintain a safe living situation for all of her tenants. I would suggest she to (1) collect the evidence and (2) call local police and (3) call her attorney.
