看了个简报，弱弱地问三个问题，请解释一下

1。如果商法不管用，那么联邦政府有什么权利要求保险公司给有病没病的一样费率，或者选择卖给谁不卖给谁。

2。如果不交这个钱的人不能收他财产，不能进监狱，怎么保证一定能收到这个钱。

3。如果联邦没权要求各州expand medicaid或取消不合作州的联邦补贴, 这州里没钱不想办，穷人是不是一样没有coverage, 除非各州自己也增税。

咱么大法官真威武，弄出来个东西大家怎么操作啊。
