请教关于姐姐探亲旅游签证

我打算申请姐姐和外甥女暑假来美国探亲旅游，没办过，不知有什么需要注意的。姐姐四年前公差来过美国，公务员，有几处房产。外甥女四年前去过欧洲旅行，现读大学。我感觉这些都能说明她们是会回国的。听说奥巴马要放松中国来美签证，现在签证会容易些吗？另外好像现在没有（或不需要）海外亲友担保了，是这样吗？谢谢办过的人分享一下经验！
