What is 'contract with America'? I didn't pay attention at that

Does contract with America has to do with education? I believe in 江山易改本性难移(for good or bad),so instead of listening to him now, it is more meaningful to see what he did.  Unfortunately, all I remembered was that he foughtto bring Clinton down after the scandal, which hurt himself when his scandal was exposed.
