it's a difference between acute toxicity and long term epidemology study. that's why doctor deals with treating acute sympton of high dose poison but other institutions care more about long dose exposure at lower dosage.  Most of these chlorinated organo pesticides are thus classified as carcinogen, endocrine disruptors or something else. The reason that in the latter case they are classified as chlorinated compounds are due to the standard or EPA method groups how they are  detected and measured.
