4 is the best for education

1 & 2 are colleges in Toronto, too many chinese there.  Kids may not focus on study.  And they are only college, the degree is not very popular.  3 is in halifax and 4 is in winnipeg.  Personally I think 4 is better than 3.  Regarding the weather, 4 is the worst as the city is very in land, very cold in the winter.  3 is in the east shore, beside the atlantic ocean, probably have the best weather
