For good colleges, SAT is not enough. For the rest, SAT might not be needed.

What is the GPA?

Does s/he get IB certificate or take AP classes?

 

The SAT score is not bad. No chance to top-notch colleges, you already know it; but s/he still has chance to get in a good one. It all depends on how and where s/he applies.
