With all the tools, trops, and money,Bush had 8 years to capture or kill Laden, and he failed because his focus was Sadam in Iraq, not Laden. That was why Sadam died but Laden still lived when Bush left office.

Obama only spent 2 years in office, but he succeeded in killing Laden because it was his top priority.
