How do I know if a government is too big

当总统说，我们现在有很多人没有工作，所有我们要扩大政府这一片，来解决一部分人的失业问题。。。Then I know this goverenment is becoming too big. The government sector is being expanded not because there are too much work that needs people to do, but because someone needs a job. It is just WRONG in my dictionary!
