In our state, the best public college tuition is about 7000-8000

community college is only about 2000-3000/yr. You do not need to go to private school to get a college degree, you do not need to go to another state to get a college degree. If you make that choice over medical insurance, it is your own choice and you should be fully responsible for it and have nobody else to blame.
