关于换发中国护照一事请教

我的绿卡申请还在等待结果，但是我的中国护照下个月就要过期了。我今天去中国大使馆换护照，排了半天的队，被要求拿什么“在美合法居留”的证件，如绿卡，回美证，EAD什么的。我只是换现有的，就带了护照，驾照，照片和钱去了，结果被已“没有有效的在美合法居留证件”给据了。我半天没明白我是中国人，为什么要在美的合法居留才能拿我中国的护照？大家有谁知道请给解释一下。谢了。
