关于第一个问题：yes and no。

这个还是关于tone的定义的问题。Chinese is a monosyllabic tonal language, which means, we use tone to distinguish words. So two words can be different only by their tone, which make the two words "a minimal pair". 骂和妈就是minimal pair。但是英语中的intonation，听着是4声，但是它不是一个词固有的，就是说在英语字典里不会有一个升调的job，一个降调的job。所以我的回答是yes/no是因为听着是4声，但是它的作用和性质和我们的四声是不一样的。
