"help others" & "Do Not Harm" which one's more important?

"Do Not Harm" is above everything......

Most of the time, in fact, we can not help. However, "Do Not Harm" can be more easily applied in our society, and our lovely cozy English learning forum as well.

As the rule of thumb, we "Do Not Harm" first, then we HELP.
