It is not very clear to say “by this afternoon”. However, the phrase“by the end of this afternoon means 5:00pm, the time to get off work. The phrase “by this afternoon” could mean “at the beginning of this afternoon”, some time in the afternoon, or “by the end of this afternoon”.
