My feeling on liason is somewhat as what you said, it is a natural language phenomenon, which occurs naturally with the speed of speaking and habit of the speakers. It occurs more in spoken English, the orality, less in reading, esp. for NCE and VOA reading/reciting, whose speed sometimes requires a clear pronunciation of even the small function words. However, some liasons in such reading do add fluency and rhythm of the reading.
