The saying is simply "Only Fools and Horses Work" an old cockney saying implying that if you're smart you'll find a way of making a living without resorting to hard graft. Only simpletons and dumb beasts would actually WORK for a living.

Only Fools and Horses.... is a British television sitcom created and written by John Sullivan. Set in working-class Peckham in south-east London, an ambitious market trader Derek "Del Boy" Trotter and his younger half-brother Rodney Trotter. The series follows the Trotters' highs and lows in life, in particular their attempts to get rich.
