It takes a village to raise a child.

It takes an entire community to raise children in safe and nourishing environment.

Example: Lionesses in a pride take care of cubs of other lionesses. Doesn’t it take a village to raise a child?

 

In another sense, the soaring life expenses discouage people to have more children. 

When I was taking to a colleague who has no child yet in this regards, this proverbs pops and seems meanful.
