"With swift, slow; sweet, sour; adazzle, dim;" is an adverbial phrase, which goes with the main sentence which has "He whose beauty is past change" as 主语 and
"fathers-forth" as 谓语 (note, here "fathers-forth" acts as an intransitive verb meaning "create.")

The use of "with" in this way indicating an accompanying situation is pretty common in English.
