Apparently not every American knows the definition of "urban" and "rural". So, when this beautiful blonde was on live TV being asked the question, she admitted to not knowing what they mean. Unfortunately, she was hard pressed to give her best answer to the question. She picked one of the two words and from there she just went into the la-la land.
