Find a location, go there (or email the club beforehand) to visit. As a visitor, they will not ask you to make a speech, just introduce yourself briefly. After the meeting, the toastmaster(or whoever in charge of membership) might approach you and ask you whether you want to join. From my experience, it is best to visit several clubs and get a feel which one you like the best, and the time fits you best, and then sign up, paying an anual membership fee. I remember the first prepared speech you make is an Icebreaker.
