Property tax in Chicago (Questions in the post following this)

I have a few questions on property tax. I live in a condo in Chicago. On the bill for tax year 2007, the tax calculator says:
2007 property value (113,488)
* (2007 assessment level) 16%
= (2007 assessed value) 18,158
*(2007 state equalization factor) 2.8439
= (2007 equalized assessed value) 51640
*(2007 local tax rate) 4.994%
= (2007 total tax before exemptions) 2579.
