You can move in when the builder told you it's done and ready to move in. We have bought a brand new house before and there is no any smell for paint at all. The paint in US doesn't really take that long to dry up and be safe for people to live in. The builder (I assume it's a creditable big company) wouldn't lie to you on the date when the house is done and ready to move in.
