I was not sure which way to operate the pressure relife valve anyway.  So I did not know whether to turn or pull the handle up.
If there is a leak, and that I am not able to move the water heater to any place that has a drain, I can release the water through the different faucets in the house? 

Anyway, basically I am asking how water can safely come out (without causing a flood),
