You don't normally need to worry about the press relieve valve

On my water heater, it is spring loaded and can be opened by moving the bar away from the top, not turning it.

Why do you have to open the hot water faucet when the cold water inlet is shut off? It is not necessary to relive the pressure in the hot water supply manually.
