毛泽东is a 强将, but习近平 is not.

If you say Mao is a 强将, people would agree.

Xi Jinping is just a cheat and a power corrupt person. He has achieved nothing before 2012. How can he be a 强将?

In the last 6 years, his only achievement is to take powers in his hand. Reforming for him is to take power, nothing more.
