Can you list the 1 million 伪军参与对山东老百姓的大屠杀? Can you proof they are guilty in the court of law?

Use WWII as example, not every single solider of Germany, Italy and Japan are war criminals. Most of the solders just did what they were told to do. It is not their fault. They are NOT war criminals. The same can be said about most of the 百万伪军 you hate so much. Those 百万伪军 did some horrible things, but that is not the only things they did. Why you think it is so important to punish them for their mistakes but is not important to reward for their sacrifice? Is that fair?
