So you cannot only complain that China has too many civil servants wasting to much taxpayers money, and in fact western countries have even more public workers consuming much more taxpayers money. That is why Portugal government needs cut more civil servants jobs, and other western nations are facing similar problems including the States. However, I have never heard so far that Chinese government has to the same thing. 

Corruption is present both in China and other nations. This problem in China is illegal, but in others is legal. This is the difference between China and the States.
