So everyone competes for high ranking of official. Even in universities, faculties wish to to promoted to Academians who would enjoy the compensations and benefits similar to vice-ministers in the central governments. 

It is the time to adopt a relatively fair and equal pension system for each citizen no matter who they are or were, that may eventually be get rid of curuption in present China.
