How about allowing companies to be owned by Chinese people as stock holders? Isn't it "集体所有制"?

 

The problem of so called "全民所有制" is that it is same as or worse than 私有.

On paper, the asset is owned by all Chinese. However, regular Chinese really have no control of the asset at all. For example, it makes no difference if you say a factory belongs to the people or belongs to a top ranking government official. The top ranking official makes all the decisions and takes all the profits. The factory really has NOTHING to do with regular people, the so called "owners" on paper. When the fate of a factory is not related to the workers, there is no motivation from the workers to work hard. To make things worse, even the official who benefits from the factory does not care about the factory since his privilege is not guarantteed. If he lost his position, he will no longer benefit from the factory. Therefore the best thing for him is to steal from the factory as much as possible when he still can. Isn't it what happened now in China?

Note that it is NOT clear whether 全面的私有化 will happen or not in China.
