1) A rule is not followed

2) The rule must be followed (there is no alternative)

You have not done that.

I support the immediate removal of 刘少奇 if there are reliable accusations that he is traitor.

The problem with 刘少奇 is that he was wrongly accused and illegally tortured. He did not have a fair trial.
