The numbers do not add up

On one hand, it claims that state-owned companies do projects without considering profits:

这样高投资低回报的项目私有资本不愿做，谁来做？重庆国企！
造房不收利润的建筑企业是谁？是重庆国企！
一年无偿让利30亿

On the other hand, it claims that state-owned companies give huge amount of tax and profits to the government:

重庆国企由以前的包袱变成2011年为政府民生工程贡献1000亿，占同期地方财政收入3000亿元的三分之一，成为税收、土地以外的政府第三财政。

而重庆国企除了缴纳税金，其利润的30%要上缴财政

So the question is: are those projects done by state-own companies profitable or not?
