Totally agree 温的意见绝对不是常委统一的意见，而是温家宝个人的意见。不过张德江到重庆应该是多数常委的意见。Reason? Bo was not removed or dismissed but merely "no longer being the Chonqing's Party Secretary". This leaves a tail for later interpretation one way or the other. Up to today, there are still no official comments from the Central except Wen's comments at the press conference.
