“Hundreds of tests have been done,”而不是几十万的标本。 而那时候德国已经公布西班牙是源头了。你对西方的人性才不了解。遇到问题时中国人首先想到的“是不是我真的错了”，西方人想到的是“我没错”。几百份测试里如果有一份有西班牙，尽管变种不一致他们也会先推出去。如果问题样本来源于他们自己，那他们肯定会查变种一致不一致。

制度提供一个framework，但在这个framework下，人性总是蠢蠢欲动。他们的制度有优越性，但不要以“日以继夜”“那是几十万的标本!! ”过度美化他们的人性。现在他们已经开始放风“像这样的爆发很可能找不到源头”，给自已找退路了。
