耀邦 as a person, is decent and nice. But he is way too nice so that he is no great leader (and not a good politician). He makes serious mistakes in several policies including the ones on Tibet and Xinjiang.

compared to seasoned politicians like deng and chen, you can borrow a phrase for 耀邦, "too simple, sometimes naive."
