ajacent to shanghai, such as Jiansu, Zhejiang, Anhui...

I cannot imagine people of shanghai would have been dropping their kids in orphanages...

because it was only the orphanages were open for kids dropping at the door...and those from ajacening provinces were believing that these kids might have better future in shanghai.. and ending up in mongolia... CCP's really tough...
