In my humble opinion, there is no logic problem in the statement of “我只给村里所有那些不给自己理发的人理发。”

That statement does NOT mean that I will cut hair for ALL those who ...
That statement means that I will cut hair only for those who ...

So the answer to the question “你给不给自己理发？” could simply be "No".
