网传事件背景：宁波市象山县昌国盐场进行圈地搞工业区，十三个村民去年年底曾经发放到一人一万左右的人头费，还有曾经做过昌国盐场塘坝的老村民按工分每人也分到一点辛苦钱，但远远低于国家发放的标准，国家是按每亩6万多的钱补发给镇政府的，但镇政府却是按每亩2万多的价格发放到村民的，群众质疑：这钱去了谁的口袋呢？
据传，昌国十三个村的书记和村长都从中捞到好处，原先还是为村民说话的，到后来就帮着政府应付村民了，后来还是一个村的村长在其亲戚的压力下招了供，承认从中捞到不下20万的好处。当地百姓愤而走上街头。
