or Italy? Of course not. Stupid. If the Russians don't want to hire Chinese chefs, that's also normal. It's a sovereign country. It can decide whom to hire, and whom to exclude. Actually it's the same here in the U.S. Only U.S citizens can get certain jobs. Maybe Russians think food industry needs to be protected, not just national security agencies do.
