on your computer, click on "Control Panel", then click on"Clock, Language, and Region", then click on 'Change the country or region", then click on "Administrative", then click on the button " Change system locale...", you will change the "Current language for non_Unicode programs " to Chinese(PRC), then click on the OK button , after you finish this change, you won't have the same issue again.
