to ground control, and big satellites like geosync have more power and bandwidth to send telemetries containning frame data of ping. The satellite is Inmarsat 3 F1. The telemtries of the satellites typically logs all status of the satellite including the antenna's operation for engineering purpose. That's why they can get the raw signal frequency range to determine the doppler shift.
