Not totally from tax payors....some from China

China buys millions of US goverment bonds every month. In other words, China loans US. As US asks for increasing the value of Yuan, all those bonds China purchased become relatively cheap. This is how US economy works.

US used this trick on japan and taiwan a decade ago. It worked very well to fit in US interest.

Now, US is trying to do it again.
