Khmelnytskyi — As we write this article, Moscow troops are attacking a maternity hospital in Sumy, and have left 22,000 households without electricity in Kharkiv in addition to several thousand more in Pryluky, in the Chernihiv oblast’. At the time of the collapse, 11 children, 35 adult patients, and over 120 clinic employees were under the burning roof of that maternity hospital.

The 15 violent explosions that caused the blackout in Kharkiv were caused by drones launched against civilian targets that had already been devastated by glide bombs less than 24 hours earlier. Meanwhile, another 30 Russian drones are attacking at least seven districts of Zaporizhia, just as they did the previous day.

All of this is happening in broad daylight, following other simultaneous nighttime attacks that have continued unabated, as well as recent daytime ones.

The twisted logic connecting these relentless, layered attacks to the ones that marked Russia’s full-scale invasion of Ukraine is escalation through impunity: the aggressor strikes more fiercely because the cost to him remains minimal.

In the 1,321 days since the night of February 24, 2022, no one in the West has done anything concrete to stop Putin.

This is the core issue that the Ukrainian resistance leader highlighted, openly criticizing an international community «that Putin derides for offering zero real reaction to his blows.»
The Russian dictator has rejected all proposals to stop the war because he has no interest in doing so.

As Lithuanian President Gitanas Naus?da stated, «The European Union is financially on Russia’s side because what it pays to buy energy resources exceeds all the support it provides to Ukraine.»

This has not been happening for three and a half years but for nearly twelve, i.e. since the world’s weak reaction to the occupation of Crimea gave credence to Russia’s propensity for war.

According to several independent estimates (BruegelCREA, and Statista 2025, to name a few), the EU continues to pay around €4 – 5 billion per month to Russia for fossil fuels, while total assistance to Kyiv in 2024 – 2025 is about €90 – 100 billion, which is much less. Moreover, aid to Ukraine is not distributed evenly but in installments and includes loans, guarantees, and often outdated war materials, whose value is determined by the donor. After ten years of war and half-hearted sanctions, in 2024, the EU imported €21.9 billion worth of Russian fossil fuels, while net financial aid to Ukraine was €18.7 billion. Looking at only the main importers – excluding all other EU countries – Moscow has received monthly donations of €1.1 – 1.2 billion this year, roughly 17 – 20% more than what Brussels allocates for direct financial support to Ukraine.

Moscow has increased Geran drone production to 2,700 units per month. These are the Russian version of the Iranian Shahed, armed with high-explosiveincendiarythermobaric, or cluster warheads. Not the cheaper Gerbera decoys or FPV drones, which Russia has still managed to improve enough to reach the center of Kramatorsk via fiber optics and some areas of the front via LTE.

As we explained on these pages on Saturday, Russian engineers have modified the trajectories, launch modes, and even the hardware of the Iskander-M and Kinzhal missiles to evade the few Patriot and Samp/T systems Ukraine is deploying.

In his harsh appeal to the West, which Ukraine defends, President Zelensky announced that «102,785 foreign components were found inside the 549 launchers used by Moscow in Sunday’s combined attack.» Shortly before, the HUR had explained that half of them are Chinese. The remainder are produced primarily by the United States, Taiwan, the United Kingdom, Germany, Switzerland, Japan, the Czech Republic, and the Netherlands.
On that occasion, the Russian Federation destroyed eight apartment buildings and an equal number of villas in Zaporizhia, left 73,000 households in that oblast without power, killed an entire family in Lviv, overwhelmed the nearby Sparrow industrial complex and the village of Lapaivka, devastated 27 settlements in Chernihiv, and then others in Ivano-Frankivsk, Sumy, Kharkiv, Kherson, Odesa, and Kirovohrad, and nearly caused tragedy with a raid on Ukrainian railway infrastructure that grazed the convoy carrying over 100 Italian volunteers.

Although Angela Merkel continues to blame Poland and the Baltics for Russia’s war against the West, it is clear that the EU must instead look to those countries to provide the «strong and dignified response» that Zelensky hopes for, not only for the good of his country but of the entire Union. As the EU High Representative for Foreign Affairs, Kaja Kallas (Estonian), reiterated, «Russia will not stop until it is forced to do so.»
