It is safe in resort/hotel area, and also places like Chichen itza, xacret, xplor, etc. parks. I also took bus from hotel zone to downtown during day time, did not have any problem.
You might see many people try to sell you tour packages at very low price in airport lobby after you arrive, but that is for time share purchase, you can just ignore them.
I purchased local tour packages at resort, there is local tour agent in the resort I stayed, the price I got might be worse than someone else got from downtown area, but I thought that might be safer than looking for deal in downtown area, anyway, I am not good at price negotiation. However, I read some posts from this forum, seems they did not have any problem while they looking for good tour deal in downtown as well.
