legal body to represent for all the land. I did not hear anything about 钓鱼岛 in 1970s and 80s when I was in China.  I left China in 1984. This aritcle blames a provincial government for 钓鱼岛. At least, people in Taiwan knew about it during those years, and  China ignored it.
