Why would it be difficult for others to do? Deng “normalized” US relations without settling the Taiwan issue. Mao would never rush to set up diplomatic relations with US and left the Taiwan issue dangling. Yes, Mao opened up the US relation and Deng continued it in a way not necessarily Mao would like.
