Peng incident was too complicated to be discussed in a word or two. The fact was Liu and Peng were against each other. 平反彭德怀 was for political reason. Deng did the smart thing to minimize the significance of 彭德怀 for the sake of Liu by conducting Peng's and dao Chu's memorial service at the same time at the same place.
