The topic is too controversial. 深入讨论 had to go back as far as anti rightist movement, big leap forward, Kao Kang, '59 Lushan conference, '62 7,000 conference. etc.
Cul Rev was already officially branded a 10 years of tragedy, and verge of economic collapse. That's why Deng said discuss in broad term but not to discuss in detail.
