Mao didnt 往死里整高岗. Kao misinterpreted Mao’s intention. Mao severely criticized Liu, Bo Yipo, and Zhou. But Mao had no intention to purge Liu, Bo, Zhou at that time. Mao did reduce and cut Zhou’s power by reorganizing the State Council. Mao had no choice but to protect Liu, etc and sacrificed Kao. If Mao had known that Liu would have gone that far right in the 60’s, who knows?
Mao did mention that if Kao had survived, a lot of matters would be clear and understood.
Put it another way, name one person who was 打倒 by Mao and was not exonerated immediately after Mao's death?
