Tibet was accentually independent from GMT central gov since early 1940's. GMT gov representatives in Tibet were treated equally as the British gov representatives. For example: GMT representatives wanted to open a Chinese school in Tibet, and then British representatives demanded to open a British school in return.
I forget the name of GMT representative, he wrote an article about his experience in Tibet. After founding of PRC, he went to India and surrendered all the money to Chinese embassy there. He lived in Hong Kong for the rest of his life.
